Basic Information
Jim Gordon is a hardworking police officer in Gotham City, where crime and corruption are everywhere -- even his own department. The cops, politicians, judges, and other 'upstanding' members of society are often connected to the mob and various crime syndicates in the city. Money is power, and if you pay the right people, money will buy you protection, respect, and connections.

A father of two, a husband, and one of the few honest men left in Gotham, Jim is dedicated to cleaning up the streets. He has help from an unlikely source -- a man in a cape and mask who calls himself the 'Batman'. Official policy is to arrest him on sight, but sometimes even the 'good cop' knows when bending the rules is in the best interests of everyone involved.
Batman Begins
In the film Batman Begins, Jim is introduced (threatened by) Batman as the caped crusader promises to deliver the head of the mob with enough evidence to arrest him. Gordon is skeptical at first, not believing that one man could do it alone, but when he finds the man tied to a searchlight, he begins to realize that the 'Batman' is not an ordinary man at all.

There is a breakout at Arkham Asylum, located in the dangerous 'Narrows' of Gotham. A plot is revealed in which a secret society is planning to destroy Gotham by releasing a fear toxin into the air through the use of the water pipes and a microwave emitter that will vaporize the liquid in the pipes. They are unable to stop the toxin from being released on the island, and the citizens and almost all of the police force (which was moved to the island in an attempt to capture the escaped patients) is affected by the fear gas. Gordon, however, manages to give himself the antidote and then teams up with Batman to stop Ra's al Ghul from destroying the main hub beneath Wayne Tower.

The film ends with Gordon meeting Batman on the roof of the MCU, to tell him of his promotion to Lieutenant and to show off the new batsignal. He also tells Batman of a new villian they need to look after -- the Joker.
